One change I'd make to your form

Since you're currently using the event form just to get people in line, I would not use the default GHL checkbox language that says:

“By providing my phone number, I agree to receive text messages from the business.”

unless you're actually going to text these people.

Your existing sentence:

By submitting this form, you agree to our Terms of Service and Privacy Policy.

is appropriate for accepting the general policies.

If you eventually want to market to these people by SMS, that's different. Then I'd add a separate, optional SMS consent checkbox with the proper disclosure rather than burying marketing consent inside the general Terms.

And yes, one page is completely fine. Point both blue links to the same

page for now. You can even have the Privacy Policy link jump to the top and Terms link jump to the Terms section later if you want.
